If it is too high, which is around 15 volts, it means that your alternator is not working properly. The same could be said for if it is too low, but this can be for a far higher number of reasons.
Ideally an alternator would start off wired in star so it starts spinning easily and the high voltage output would start charging sooner, but then at a certain RPM would switch to Delta to output a big current at a not too high voltage.
A good system charges high currents, compare various voltage from sections and then balance them out buy connecting too high voltage with those of too low voltage and the last up to 1 hour it is voltage regulating at very low currents like 100 to 200 mA maximum. i.e. it keeps the voltage constant at 13.6 or 14 Volt.
12.6v is the optimal battery voltage. 13 -14v is the average alternator output. Depending on the load on the electrical system, anything higher than battery voltage is good voltage for a vehicle.
